Garrett: What do we have here?
Mercier: Well? We have fulfilled our part of the bargain.
Over-Warden: Yes Lord Mercier, you have been most helpful. While your loyal City Watch are out chasing down those Keepers our business is booming.
Mercier: I have had the Watch to turn a blind eye to your "business activities", but that doesn't give your thugs to right to murder and rape at will
OW: Is that hypocrite voice, Conscience, pricking at you, Lord Mercier? I might remind you that the petty ethics of the Hammers have no place here.
M: I don't need a lecture on ethics from you. Now to the business at hand. We have upheld our end of the bargain - it is time for you to reciprocate.
M: While the Baron has been away fighting his miserable little war, as Special Advisor I have been his eyes, ears and voice on the City Council. If he returns -
OW: When he returns.
M: - then overnight that influence will evaporate. I can't allow that to happen.
OW: Indeed.
M: So, then, you have the information?
OW: Rest assured, Lord Mercier, I know all the dirty little secrets of the Great and the Good. All men have a vice, it is said, and I can vouch that it is so. There is not a single member of the City Council you will not be able to bend to your will. I shall make them your lap-dogs.
M: Remember, my friend, that what has been done can be undone. A word is all it takes. I'll ask you again - do you have it? Here?
OW: Patience, Lord Mercier. I will bring it tomorrow, on the final meeting of the Cabal, where we can bring our dealings to a close in a more appropriate venue.
M: What do you mean?
OW: What could be more appropriate then the Baron's Estate? We are now, after all, the new Barons of the City; you rule the palaces and staterooms, while I rule the City's rank underbelly, two sides of the same coin.
M: Very well, unless there is anything else ... ? Until tomorrow night then.
OW: Tomorrow night.

Barracleugh: It seems everything is going to plan.
OW: Yes.
B: When Mercier discovers you have nothing on the City Council, he'll be none too pleased.
OW: Just so. But now we have something on him. His coffers are full of our gold - he has come to rely on our charity now. He's as good as bought.
B: And yet ... ?
OW: And yet, though he embodies all the vanity and conceits of his degenerate class, he is no-ones fool.
B: You think he may be planning to betray the Cabal?
OW: I've no doubt of it. It is just a matter of who strikes first ... and with most force.
